RECORD levels of benefit fraud have been detected by a Government watchdog but local authorities are failing to tackle the problem, according to a report published today.

The National Fraud Initiative (NFI), which is carried out every two years by the Audit Commission, has uncovered £140m in dodgy benefit claims in 2006-7.

This includes £24m in housing benefits, £4m in income support and more than 16,000 disabled parking badges being used by people who did not need them.

However, the Audit Commission has urged councils to take action when they are alerted to fraud.

Chairman Michael O'Higgins said: "These are not victimless crimes and some of the fraud found is both blatant and shocking.

"People are stealing homes, pensions, student loans, parking places and benefits, seemingly confident that no one is tracking them. They are wrong.

"We urge all public bodies to put in place the necessary trained staff to work with us and follow up any matches. It makes both moral and financial sense to detect fraud and over-payment."

The National Fraud Initiative collects data from local authorities to highlight discrepancies in benefit claims and employee records.

It then refers the "anomalies"

back to the council for further investigation.

Case studies from 2006-7 include a man receiving council tax benefit, income support, incapacity benefit and disability allowance despite running a market stall and several other businesses from his home.

He drove a Mercedes and had savings of more than £100,000, while his wife claimed carer's allowance for looking after him.

The report says: "If there is no effective penalty for fraud there is no deterrent.

"We now expect public bodies to do more to follow up the potential fraud that we have identified.

"They should adopt a zero tolerance policy to fraud. They should also ensure that adequate resources are devoted to following up suspected frauds and overpayments."

No matter how much a few benefit cheats have made from the benefit system it won't come anywhere near the amounts our moral crusading Members of Parliament have raked in over the years from submitting un-checked expense claims, I think it is a case of those that live in glass houses should'nt throw stones in case some bounce back and hit them as well.

It makes me sick to think of all these people scrounging, the worst part is that we the stupid tax payer subsidise it, the kids of today think that getting pregnant is a career move because the government will support them, yet when someone who has earned their whole life comes to retirement theres no money left cause the jobless scum have stolen it all through false benefit claims. Do as Australia and if you cant be bothered to work, then you get nothing. We as a nation as just too weak to say no sometimes and its getting beyond a joke.

It tells you everything you need to know about this country when even the council have 'given up', it's exactly the same as the government with immigration, they can't be bothered. Perhaps if they were given less in the way of expenses to help towards the cost of benefit fraud they might feel more motivated.

More effort is needed to combat benefit fraud, but it always makes me laugh how so many people are quick to call those claiming benefit as scum or lazy. No one has a job for life neither can there guarantee their health. Just be grateful you live in a country where people do not have to starve.
Also, when it comes down to taxes, why is it that the most vulnerable people in society are the ones to get it in the neck?
If you are concerned as to where your taxes are being spent - or wasted - find out!
This country is getting like the USA. The media has brain-washed people into puppets, that will not notice where 90% of their taxes end-up, but get so outraged over the 1% or so that goes towards a life-line for so many people who are unable to work and make honest claims for benefits so that they had eat and have shelter.

Dan did your ancestors wear black shirts and come from Germany in the 1930's by any chance?

Your post is offensive and totally without one shred of evidence. A just society protects those who need help, not condemn all those who dare ask for it.

I am notdefending dishonest people, but if people need help they should get it.

It's also about time the able bodied who lay about all day drinking, and are getting their council tax and rent paid for them and causing misery for others especially in the private rented houses in the older parts of town, were made to clean up their area and then they might learn respect and how to tidy up instead of making a mess and trouble. And their landlords should be strictly licensed (who are also making a mint out of the working tax payer who pays the rent not the tenants) and made responsible for imposing anti-social-tenants on which were once responsible neighbourhoods.
