Distressed families watched on when a drunken fight between gangs of youths broke out in a Darlington car park.
Darlington Police Inspector Steven Steen said one group of youths had been drinking by the River Tees when a confrontation broke out with another gang at the Broken Scar car park, in Coniscliffe Road.
He said that between 10 and 15 youths were involved in the incident, which happened at 5pm yesterday.
Insp Steen said: "What made it worse was that families were enjoying themselves when the incident happened."
One youth received minor injuries but there were no arrests. Police inquiries are continuing.
One eyewitness said baseball bats were used but Insp Steen said there was no record of that.
